About Muba Fair
MCH Swiss Exhibition (Basel) Ltd. is the organizer of Muba Fair. MUBA is Switzerland’s oldest and biggest consumer fair launched in 1917. Over a surface area of 75,000 sq. mtrs, about 950 exhibitors present their products, trends and innovations to more than 3,00,000 visitors from Switzerland and neighboring countries. Retail sales are allowed in this fair.
Each year, a country is selected as ‘Guest Country’ and India has been given this honour during the 2012 edition of the event. India has been given the status of “Guest Country” at MUBA Fair 2012. Further, India has been given an area of about 2000 sq mtrs at a prominent location at this fair. The Guest Country pavilion is the centre of attraction in the Fair and Fair authorities are undertaking an intensive advertising campaign through print and electronic media to promote the ‘India Pavilion’.

Restaurant at India Pavilion
An area of 245 sq mtrs (bare space) has been earmarked for Indian food restaurant within India Pavilion. A copy of the layout plan of India Pavilion indicating restaurant area is attached. The above space will cover both kitchen/preparation area and a minimum sitting capacity of about 200 persons. ITPO will only provide bare space to the successful applicant. Construction of restaurant facilities/infrastructure, electricity/water arrangements, manpower, maintenance etc. will be undertaken by the applicant at his own cost. The applicant is required to adhere to all rules & regulations regarding supplying/serving of food as per Swiss laws and regulations of fair authorities.
The use of gas is forbidden in the hall. Extractor woods with activated carbon filter have to be installed over the cooking station for reducing the odors of cooking. Handwash station both with cold and warm water has to be installed.
The restaurant operator will sell the Indian specialties to the visitors/exhibitors.
- Special Regulations for Food and Drinks
General Conditions applicable to exhibitors serving food and drinks on the exhibition site in Basel for on-the-spot consumption, at an exhibition or other event organised by MCH Swiss Exhibition (Basel) Ltd. (hereinafter referred to as Swiss Exhibition).

Legal bases
Anyone offering food and drink for on-the-spot consumption at the Basel exhibition site at an exhibition or other event organised by Swiss Exhibition must comply with the federal and cantonal fire, health, commercial and food regulations.

License and charges
Anyone serving food and drinks for money for on-the-spot consumption at an exhibition or other event must have a licence from the Construction and Transport Department of Canton Basel-Stadt (in accordance with §2 (b) and §4 (1) of the Canton's law on eating and/or drinking establishments). On each occasion, the exhibition management will submit a list with the addresses of the exhibitors concerned to the Construction and Transport Department of Canton Basel-Stadt. This department will then issue a formal licence to the exhibitors and levy a charge of CHF 150 per event from them in accordance with the scale of charges appended to the law on eating and/or drinking establishments.
- Operational and staffing conditions
The stand equipment must be in a hygienically perfect condition as laid down in §15 of the law on eating and/or drinking establishments and be easy to inspect. In terms of its nature and intended use, it must comply with the official building and environmental provisions as well as with the official fire, health, commercial and food provisions. Each exhibitor must ensure that his or her stand is run in an orderly manner. In the case of stands at which alcohol is served, Swiss Exhibition reserves the right to require the responsible general manager or the stand operator to submit a recent certificate of good character and to forward this to the Security Department of Canton Basel-Stadt. Wine traders are subject to the relevant Swiss legislation and must be in possession of a licence to trade in wine issued by the competent authority.
- Selling conduct
Advertising and acquisition are only permitted within the confines of the exhibitor’s own stand. Obtrusive or aggressive selling conduct is prohibited. The following in particular, are prohibited:
- Calling after and speaking to visitors in the aisles, as well as pulling visitors into the stand
- Forcing drinks and food on visitors for tasting in the aisles
- Placing items of the stand inventory (tables, chairs, counters, bar stools, etc.) outside of the confines of the exhibitor’s own stand
- Pressurising visitors with the aim of concluding a purchase
Swiss Exhibition arranges for checks to be carried out by neutral individuals authorised by it. In the event of non-compliance, Swiss Exhibition has the right to impose a contractual fine of CHF 5000 on any exhibitor who has already received a written warning.
- Publication of prices and offers
The products offered for tasting must be indicated at their retail selling price, in Swiss francs, specifying the corresponding sales unit. A complete list of prices must be posted inside the stand, at a point readily visible to the exhibition visitors. The decisive legislation here is the Swiss Federal Council's
Ordinance on the Publication of Prices dated 11 December 1978. Where sales are made for cash, the purchaser must always be given a receipt. An exception to this is permitted for sales of food and drink for immediate consumption.
- Serving alcoholic beverages
Under the terms of §30 (3) of the law on eating and/or drinking establishments, it is forbidden to serve alcoholic beverages to persons in a drunken state. No alcoholic beverages may be served to young persons under age 16, and no distilled alcoholic beverages may be served to young persons under age 18. Between 24:00 and 07:00, no beverages containing alcohol may be served to young persons under age 18 (§31 (1), (2) and (3) of the law on eating and/or drinking establishments. There must be a sign clearly on display drawing attention to the legal provisions for the protection of children and young people. Companies offering alcohol must offer at least three different, popular, alcohol-free, cold beverages, including at least one non-sweetened mineral water, at a lower price than the cheapest alcoholic beverage for the same quantity (§33 of the law on eating and/or drinking establishments).
- Stand operation
Aisles and emergency exits must be kept clear. Exhibitors must avoid stationary visitors blocking the aisle by their stand. If noise or disputes arise inside a stand, the stand owner must restore peace and quiet immediately. If he or she is unable to do so, then he or she must call the exhibition management and support them in carrying out their instructions. The exhibition management has the right to request help from the police. Music may only be played by agreement with the exhibition management.
- Hygiene and installations
Stands at which foods are boiled, grilled or fried and stands at which drinks of any type are served by the glass must be fitted with at least one hand-washing facility with cold and hot running water as well as liquid soap and paper towels. It is recommended to install a double sink or a washbasin plus a dishwasher. Exhibitors in the wine sector must provide a spittoon on their stand. Stands at which foods are boiled, grilled or fried must be fitted with odour extraction hoods. The odour extraction hoods must be ordered from Swiss Exhibition.
Exhibitors are not permitted to use extractor hoods of their own. The hoods may only be installed by the official Swiss Exhibition fitters. Roving inspections are performed unannounced by specialists from the Food Inspectorate. Objections incur costs. In the event of serious breaches of the food legislation, the Food Inspectorate has the right to close a stand. Exhibitors are required to check their own operations to ensure that they comply with the requirements. The information leaflet for stand operators can be obtained from the exhibition management or from the Food Inspectorate of the City of Basel.
- Stand construction
The stand structure must comply with minimum standards. Exhibitors have the duty to present themselves with orderly stand concepts. That includes floor coverings, appropriate lighting and a stand superstructure that are recognisable as such (such as a Syma system stand). Parasols, folding screens, cloths, etc. used as demarcation elements vis-à-vis other stands do not satisfy these requirements. The stands must bear the exhibitor’s name. Swiss Exhibition’s Stand Construction and Design Guidelines must also be complied with.
- Gas and open fires
Exhibitors require permission for the use of open fires and lights, flammable liquids as well as gas and oxygen; these must be necessary for the demonstration of the goods exhibited and there must be no objection from the fire authorities. The use of open fire and light for decorative purposes is not permitted. It is not permitted to use propane or butane gas, or to cook with liquid gas. The official instructions issued by the fire authorities of the Canton of Basel-Stadt state that exhibitors with cooking activities on their stands are required to keep fire extinguishers available there. Fire extinguishers can be obtained from Swiss Exhibition's Exposhop (rent CHF 50/ deposit CHF 200).
- Waste disposal
Waste must be sorted and disposed of in the containers provided by Swiss Exhibition (glass, PET, cooking oil and kitchen waste). Any waste arsing during the exhibition must be disposed of solely in the white Swiss Exhibition waste bags. These can be purchased from the hall manager in cash. No other types of waste bag can be disposed of. Standard and special containers are available for disposing of big and bulky refuse from stand assembly and stand dismantling. Exhibitors are billed for the disposal of this waste. When making their purchases from the range on offer, exhibitors should already ensure that they avoid, or minimise, causing waste in large quantities (for instance by having suppliers take back the empties, and by not making use of disposable plates, cutlery, etc.).
- Refrigerated rooms and storerooms
A limited number of lockable storerooms and refrigerated rooms can be rented in Swiss Exhibition’s cellars. No goods or transport containers may be stored outside the rented rooms. Empty packaging must be removed immediately. The aisles and space in front of the lifts must be kept clear at all times. It is not permitted to store substances that constitute a fire hazard or explosive substances. It is similarly not permitted to store odour-intensive products in the cellars. The right to use the rented rooms expires three days after the end of the exhibition. Swiss Exhibition does not assume any duty of care for goods stored on a temporary basis and excludes all liability for damage or loss, without prejudice to Article 100 (1) of the Swiss Code of Obligations.
- Transport to and from stands
Supplies for the tasting stands must be conveyed via the access routes to the exhibition halls designated by Swiss Exhibition.
- Measures and penalties
In the event of failure to comply with the provisions of these Special Regulations for Food and Drinks, Swiss Exhibition shall have the right to close the stand immediately and to exclude the exhibitor from the exhibition. This shall be without prejudice to the criminal sanctions provided for in federal and cantonal laws.

Other applicable provisions
The provisions of Swiss Exhibition's "Exhibitor Regulations" and “General Regulations” shall also apply. (attached)

Eligibility/Requirement for the Bidder
The applicant business entity applying for the restaurant must fulfill following terms & conditions:
- Applicant must have at least 5 years experience in running a restaurant in Europe.
- The applicant must provide the details of Indian chef(s) who will undertake cooking of Indian specialties.
- The applicant must submit a layout plan/drawing of the restaurant indicating kitchen area and sitting arrangement.
- No side walls/panels are permitted in the sitting area of the restaurant. It has to be an open restaurant.
- List of Indian specialties to be served at Indian restaurant along with price list to be submitted.
- The minimum reserve price for the above space is CHF 12,500.
- The successful applicant will be required to make payment amounting to 50% of the bid amount to ITPO by bank transfer within 15 days of confirmation from ITPO. The balance payment to be remitted to ITPO latest by 31st March 2012.
