 TENDER NOTICE

Subject: Maintenance of Tailor Made Software Modules.

India Trade Promotion Organisation (ITPO), a Govt. of India enterprise has software modules developed on client-server architecture using Visual Basic 6.0, D2K 6i as a front end and Oracle 9i as back end. Report generation is as crystal report, oracle report 6i and DOS reports. Total estimated number of nodes loaded with one or the other software modules listed below is 200. ITPO is looking for a competent and suitable company for the maintenance of these software modules with the provision of two skilled resident software engineers as also to support modification in the existing software modules from time to time, as and when needed.

Scope of Work, Terms & Conditions:


1. Up-gradation of software modules, now running on Windows98, Windows XP and Macintosh (if so needed) at client level, to make them compatible with Windows Vista, Windows 7 and Macintosh operating systems. The up gradation will also be carried out if PCs with higher versions of operating system, if launched, are procured and installed.

2. Day to day maintenance of the software modules.

3. Installation of software modules in client-server architecture environment in case of formatting of servers, PCs and/or purchase/installation of new servers/PCs.

4. Rectification of bugs occurring in the application software running in the existing environment.

5. Deployment of 2 resident experienced software professionals with due concurrence of ITPO at ITPO’s premises (Monday-Friday between 10.00 a.m. and 06.00 p.m.) for day-today maintenance of software modules including fixing of bugs and errors. On certain occasions, the engineers may have to attend office on Saturdays and Sundays as well.

6. For development in the software modules necessitated by change of government policies like tax structures etc., the payment would be extra based on number of man-days efforts involved in the development work. Though per man-day rate for development work is being asked for in the Financial Bid, for the purpose of calculation for comparison of rates, a period of 30 days would be considered.

7. For the purpose of selecting a company on annual basis with the services of two skilled resident engineers for the maintenance of above software modules and development work therein, General Manager, Computer Department, ITPO invites sealed bids in two-packet system (technical and financial).

8. The maintenance of all the application software is a single order. As such the job would be assigned to a single party which is the overall lowest bidding company found technically fit for the job.

9. The bidding process would be a two packet system viz. Technical and Financial. The Financial bids of those bidding companies which are found technically qualified will only be opened.

10. Technical bid should be submitted in the prescribed format in sealed envelope with “Technical Bid for Maintenance of Software Modules” clearly written on the envelope.

11. Bidders are requested to submit the following along with the Technical Bid:

  1. Copy of incorporation certificate of the company/ memorandum of association.

  2. Copy of ISO certificate. (Desirable).

  3. Copies of VAT/TIN and Service Tax registration certificates. (Essential).

  4. Earnest money deposit (EMD) of Rs. 25,000/- in the form of
    bank/demand draft favouring India Trade Promotion Organisation, New Delhi.

  5. Demand/bank draft towards the tender document cost of Rs. 500/-.

  6. Copies of job orders for related jobs from Central/State Govt.
    organizations issued to the bidding company during the last one year
    are also desirable.

  7. Audited copy of balance sheet for F.Y. 2009-10. (Minimum annual
    turnover should not be less than Rs.20 lakhs).

  8. Proof of no. of permanent employed (minimum 10) technical
    professionals with company along with name, designation, qualification,
    no. of yrs of experience.

  9. Please attach copies of latest EPF returns for last three months.(Optional)


12. Financial bid contained in separate envelope and “Financial Bid for Maintenance of Software Modules” written on the envelope should contain the unit price and the tax amount in respect of each deliverable. The percentage and category of tax applicable on the items must also be mentioned.

13. Rates quoted in the Financial bid should be valid at least for 60 days from the last date for submission of bids.

14. In case the bidder refuses to undertake the job, the EMD would be forfeited.

15.  Clarifications, if any, may be sought on or before June 26, 2011 between 10.30 am and 05.00 pm.

16. ITPO reserves the right to reject any or all bids without assigning any reason.

  1. Award of job does not in any way entitle the vendor to have any exclusive rights and privileges.

  2. All disputes shall be subject to the jurisdiction of Courts in Delhi.

17. The initial contract shall be for a period of one year, which is extendable for subsequent year upon satisfactory services and at the sole discretion of ITPO.

18. Technical and Financial bids must be submitted latest by June 27, 2011 (upto 03.00 pm) to:
