TENDER NOTICE
Sub: Maintenance of Tailor Made Software Modules India Trade Promotion Organisation, a Govt. of India enterprise has software modules developed on client-server architecture using Visual Basic 6.0 as a front end and Oracle 8i as back end. Total estimated number of nodes loaded with one or the other software modules listed below is 200. ITPO is looking for a competent and suitable ISO 9001-2008 certified company for the maintenance of these software modules with the provision of two skilled resident software engineers as also minor and major development work from time to time, as and when needed. The application softwares to be maintained are as below:
Scope of Work: 1. Upgradation of software modules, now running on Windows98 and WindowsXP at client level, to make them compatible with Windows Vista and Windows 7 operating systems. The upgradation will also be carried out if PCs with higher versions of MS operating system, if launched, are procured and installed. 2. Day-today maintenance of the software modules. 3. Installation of software modules in client-server architecture environment in case of formatting of servers, PCs and/or purchase/installation of new servers/PCs. 4. Rectification of bugs occurring in the application software running in the existing environment. 5. Deployment of 2 resident software engineers at ITPO’s premises (Monday-Friday between 10.00 a.m. and 06.00 p.m.) for day-today maintenance of software modules including fixing of bugs and errors. On rare occasions, the engineers may have to attend office on Saturdays and Sundays as well. 6. For development in the software modules necessitated by change of government policies like tax structures etc., the payment would be extra based on number of man-days efforts involved in the development work. Though per man-day rate for development work is being asked for in the Commercial Bid, for the purpose of calculation for comparison of rates, a period of 30 days would be considered. For the purpose of selecting a company on annual basis with the services of two skilled resident engineers for the maintenance of above software modules and development work therein, General Manager, Computer Department, ITPO invites sealed bids in two-packet system (technical and financial) from ISO 9001-2008 certified companies. Interested companies may quote their competitive prices in the tender form which may either be downloaded from our website www.indiatradefair.com or collected from the following address at a cost of Rs. 500/- in cash or through bank draft favouring India Trade Promotion Organisation payable at Delhi/New Delhi. Those downloading the tender form from the website may deposit the tender fee at the time of submitting the sealed bids. Sealed bids along with bank draft for Rs. 10,000/- towards the earnest money deposit may be submitted at the address given below by 3.00 pm on or before 28th June 2010.
(1) The maintenance of all the application softswares is a single order. As such. The job would be assigned to a single party which is the overall lowest bidding company found technically fit for the job. (2) Bids are to be submitted in two parts separately viz. (1) Technical Bid and (2) Commercial Bid. (3) Tender document can be collected in person on payment of Rs. 500/- in cash or by a demand/bank draft for the said amount favouring India Trade Promotion Organisation, payable at Delhi. Tender form can also be downloaded from our website: www.indiatradefair.com and the tender cost deposited alongwith the Technical Bid in the form of DD. (4) Technical bid should be submitted in the prescribed format in sealed envelope with “Technical Bid for Maintenance of Software Modules” clearly written on the envelope. (5) Bidders are requested to submit the following along with the Technical Bid: (i) Copy of ISO 9000-2008 certificate. (ii) Copies of VAT/TIN and Service Tax registration certificates. (iii) Earnest money deposit of Rs. 10,000/- in the form of bank/demand draft favouring India Trade Promotion Organisation, New Delhi. (iv) Demand/bank draft towards the tender document cost of Rs. 500/- if not already deposited with ITPO or the copy of the receipt from ITPO if tender fee has already been deposited. (v) Copies of job orders for related jobs from Central/State Govt. organizations issued to the bidding company during the last one year are also desirable. (6) Commercial bid contained in separate envelope and “Commercial Bid for Maintenance of Software Modules” written on the envelope should contain the unit price and the tax amount in respect of each deliverable. The percentage of tax applicable on the items should also be mentioned. (7) Rates quoted in the commercial bid should be valid at least for 45 days from the last date for submission of bids. (8) Clarifications, if any, may be sought from the above on or before June 25th, 2010 between 10.30 am and 05.00 pm. (9) ITPO reserves the right to reject any or all bids without assigning any reason.
