India Trade Promotion Organisation, a Govt. of India enterprise has mail, proxy, NMS and EISA servers connected to about 400 clients at a single location in New Delhi. Whereas the web-enabled e-mail facility (Lotus Notes) is extended to about 150 users, internet facility has been extended to about 100 users. ITPO is looking for a comprehensive solution to tackle the threats emanating from mails, web and other sources like virus attacks contained in the removable media inserted into PCs and servers.


For the above purposes, General Manager, Computer Department, ITPO invites sealed bids in two-packet system (technical and financial) from ISO 9001-2000 certified companies which are authorized dealers/distributors of reputed manufacturers for supply, installation/customization and after-sales-support of a comprehensive anti-virus, anti-spamming, mail filtering and web filtering solution in the LAN environment.


Interested companies may quote their competitive prices in the tender form which may either be downloaded from our website www.indiatradefair.com or collected from the following address at a cost of Rs. 300/- in cash or through bank draft favouring India Trade Promotion Organisation payable at Delhi/New Delhi. Those downloading the tender form from the website may deposit the tender fee at the time of submitting the sealed bids.


Sealed bids along with bank draft for Rs. 5,000/- towards the earnest money deposit may be submitted at the address given below by 3.00 pm on or before , 2009. The bids shall be opened in the presence of the representatives of the bidders who wish to be present.


  • Cost of tender document : Rs. 300/- through demand draft or in cash

  • Earnest money deposit : Rs. 5,000/- through demand/bank draft

  • Last date for sale of tender : March 30th, 2009 (upto 05.00 pm)

  1. Bids are to be submitted in two parts separately viz. (1) Technical Bid and (2) Commercial Bid.

  2. Tender document can be collected in person on payment of Rs. 300/- in cash or by a demand/bank draft for the said amount favouring India Trade Promotion Organisation, payable at Delhi. Tender form can also be downloaded from our website: www.indiatradefair.com and the tender cost deposited alongwith the Technical Bid in the form of DD.

  3. Technical bid should be submitted in the prescribed format in sealed envelope with Technical Bid for Supply, Installation and after-sales-support of Comprehensive anti-virus, anti-spamming, mail filtering and web filtering solution in the LAN environment clearly written on the envelope.

  4. Bidders are requested to go through the terms and conditions laid down in the annexure to this tender letter.

  5. Bidders are requested to submit the following along with the Technical Bid:

    1. copy(s) of authorization letter(s)/certificate(s) from the manufacturer to the effect of being their authorized distributor/reseller/channel partner,

    2. copies of certificates of VAT/TIN and Service Tax registration,

    3. copy of ISO 9001-2000 registration (please also mention the website URL in the relevant column of Technical Bid for verification)

    4. copies of EPF & ESI returns for the last three months,

    5. audited copy of latest balance sheet,

    6. proof of a minimum of ten permanent qualified software engineers on the roll of the company. (please support by copies of EPF/ESI returns)

    7. earnest money deposit of Rs. 5,000/- in the form of bank/demand draft favouring India Trade Promotion Organisation, New Delhi

    8. demand/bank draft towards the tender document cost of Rs. 300/- if not already deposited with ITPO or the copy of the receipt from ITPO if tender fee has already been deposited

    9. Copies of job orders for supply of hardware, peripherals and software from Central/State Govt. organizations issued to the bidding company during the last one year are also desirable.

    10. Detailed configuration of hardware items offered in the commercial bid using separate paper sheet(s).

  6. Commercial bid contained in separate envelope and Commercial Bid for Supply, Installation and after-sales-support of Comprehensive anti-virus, anti-spamming, mail filtering and web filtering solution in the LAN environment written on the envelope should contain the unit price and the tax amount in respect of each deliverable. The percentage of tax applicable on the items should also be mentioned.

  7. Rates quoted in the commercial bid should be valid at least for 45 days from the last date for submission of bids.

  8. Clarifications, if any, may be sought from the above on or before March 30th, 2009 between 10.30 am and 05.00 pm.

  9. ITPO reserves the right to reject any bid without assigning any reason.

  10. Technical and commercial bids must be submitted latest by March 31st, 2009 (upto 03.00 pm) to:
