Notice Inviting Tender
Sub: Facilities Management Services II. Annual Maintenance of Sun & Dell servers III. Annual Maintenance of IT Hardware & Networking Equipments IV. Database Administration Services
General Manager, Computer Department on behalf of CMD, India Trade Promotion Organisation invites technical and commercial bids from suitable ISO certified companies for the following maintenance activities on annual contract basis:

Brief description of each of the above job is as below:
Part-I
Facilities Management Services
Appointment of a company for rendering facilities management services for manning the Local Area Network (LAN) Centre of ITPO which is equipped with Sun and Dell servers, central switch, workgroup switches, router and PCs etc. on 24 hours a day, 7 days a week and 3 shifts a day basis for a period of one year.
The man-power to man LAN centre should have basic operational knowledge related to Unix, Windows 98/XP, Vista, Windows Server 2000/2003/2008, Oracle, Lotus Notes softwares, servers, central switch, PCs, printers, UPS, networking equipments & components etc. and should be able to take care of routine operations and minor problems related to computers and servers as also take daily/weekly back-up of the data from servers as per the schedule to be fixed by ITPO.
Part-II
AMC of Sun & Dell servers
Appointment of a company for comprehensive on-site maintenance services for Sun Fire V880, Dell Power Edge 2600, Sun Storedge T3 and attached peripherals for a period of one year as per the details given in the Commercial Bid Form-III attached hereto with a provision of 1 resident hardware engineer.
TERMS AND CONDITIONS:

The comprehensive maintenance of items covered under AMC would include preventive maintenance and repair or replacement of any items necessary for keeping the equipments active and free from any defects/disturbance and also on any unscheduled call for corrective and maintenance services, taking appropriate measures/steps on time to set right the malfunctioning. The replacement of the all spares would be included under the AMC. The replacement of the defective spares with good quality and standard spares will be done by the successful bidding company without any extra charge of any kind. Quarterly servicing of equipments will the help of vacuum cleaner and cleaning solutions would also be done.

For the purpose of maintenance, the company shall keep or arrange for necessary equipments and consumables like spare parts, vacuum cleaner, cleaning liquids etc. to avoid any down-time.

The comprehensive maintenance shall be carried out at the premises of ITPO. In case, the selected bidding company feels that the equipment cannot be repaired at site, it will carry and deliver the equipment at its own cost and risk to get it repaired promptly.

The bidding company should not have been black-listed by a Central/State ministry or PSU etc.

The successful bidding company would depute a resident hardware engineer at ITPO’s premises to attend to the maintenance, preventive maintenance etc. The cost of engineer may either be included in the cost of maintenance of equipment or given separately in the appropriate column of commercial bid.

The comprehensive maintenance shall be carried out at the premises of ITPO.
Part-III
AMC of IT Hardware & Networking Equipments
Appointment of a company for comprehensive on-site maintenance services for various models/brands of computers, laser and dot matric printers and other peripherals, networking active components and network I/Os and networking environment for a period of one year as per the details given in the commercial bid form attached to this tender letter with a provision of 2 resident hardware engineers.
TERMS AND CONDITIONS:

The successful bidding company would carry out the inspection of items covered by AMC for their working condition. The faulty items, if any, would be repaired by the company at ITPO’s cost, if consented by ITPO. The comprehensive maintenance of items covered under AMC would include preventive maintenance and repair or replacement of any items necessary for keeping the equipments active and free from any defects/disturbance and also on any unscheduled call for corrective and maintenance services, taking appropriate measures/steps on time to set right the malfunctioning. The replacement of the all spares (excluding printers heads, UPS Batteries, printer ribbon & toner cartridge) would be included under the AMC. The replacement of the defective spares with good quality and standard spares will be done by the successful bidding company without any extra charge of any kind. Quarterly servicing of equipments will the help of vacuum cleaner and cleaning solutions would also be done.

The comprehensive maintenance shall be carried out at the premises of ITPO during office hours. In case, the selected bidding company feels that the equipment cannot be repaired at site, it will carry and deliver the equipment at its own cost and risk to get it repaired promptly.

The bidding companies should not have been black-listed by a Central/State ministry or PSU etc.

The system down-time should not exceed 24 hours from the time at which the complaint was made. If the down time is more than 72 hours, the company will provide a standby system. In case the system is not repaired or an alternative system not supplied within the period of 72 hours from the time of failure report, the ITPO may choose to get the same repaired by or replaced from any other agency and the cost and expenditure incurred therein shall be recoverable from the company rendering the maintenance services.

The successful bidding company would also render complimentary day-today support for desktops, laser and dot matrix printers running under warranty from the manufacturer during the contract.

The successful bidding company would depute two resident engineers in ITPO’s premises for all working days to attend to the day-today maintenance, preventive maintenance etc. The annual cost of three resident engineers may either be included in the cost of maintenance of equipment or given separately in the appropriate column of commercial bid.
Part-IV
Database Administration Services
Background
ITPO has about 20 tailor-made software modules developed for various Divisions of ITPO running on Oracle 9i database on Sun Solaris platform with real application cluster (RAC) environment in the back-end. Services of a resident database administrator are required for:

Maintenance of Oracle Server

Scripts for back-up

Troubleshooting of problems – unlimited

Periodic visits by specialist for preventive maintenance
Objective
The objectives of annual support contract would be:

to improve the availability window of the applications to the users by making the application database robust and improve its response time
-
take preventive action for the database to be available to the users
-
plan for disaster recovery and in time performance and tuning
The above objectives are envisaged to be achieved by:

Performance tuning of the database on a period basis
-
Preventive/pro-active action against possible disaster
-
Security of Oracle database
The services would normally be required during 10-00 AM to 06-00 PM on working days (Monday through Friday) except public holidays. However, in case of a break-down, the service provider would immediately deploy requisite man-power and put the same on the job which would continue to work till the resolution of the problem irrespective of time and date (be it working day, holiday or public holiday).
The endeavour of ITPO is to preferably have a single company undertaking all the above four jobs to have ideal coordination and serve ITPO better. However, keeping in view the limitations of companies in view of respective authorizations by manufacturers as also the cost factor, ITPO is giving the flexibility to prospective bidding companies to either quote for all the four activities or less than four activities. The bidding companies, therefore, have the option of either quoting for all the activities in the respective commercial bid forms or less than four.

Bids are to be submitted in two parts separately viz. (1) Technical Bid and (2) Commercial Bid.

Tender document can be collected in person on payment of Rs. 1,000/- in cash or a demand/bank draft for the said amount favouring India Trade Promotion Organisation, payable at Delhi. Tender form can also be downloaded from our website: www.indiatradefair.com and the tender cost deposited alongwith the Technical Bid in the form of DD.

Technical bid should be submitted in the prescribed format in sealed envelope with “Technical Bid for” clearly written on the envelope.

Bidders are requested to submit the following along with the Technical Bid:
-
copy(s) of authorization letter(s)/certificate(s) from the manufacturer to the effect of being their authorized distributor/reseller/channel partner,
-
copies of certificates of VAT/TIN and Service Tax registration,
-
copy of ISO 9001-2000 or 2008 registration, (please also mention the website URL in the relevant column of Technical Bid for verification)
-
copies of EPF & ESI returns for the last three months,
-
audited copy of latest balance sheet,
-
earnest money deposit of respective amount in the form of bank/demand draft favouring India Trade Promotion Organisation, New Delhi
-
demand/bank draft towards the tender document cost of Rs. 1,000/- if not already deposited with ITPO or the copy of the receipt from ITPO if tender fee has already been deposited

Copies of job orders for maintenance of computer hardware, peripherals and software, networking components etc. from Central/State ministries, PSUs etc. issued to the bidding company during the last one year are also desirable.

Commercial bid contained in separate envelope and “Commercial Bid for” written on the envelope should contain the unit price and the tax amount in respect of each item. The percentage of tax applicable on the items should also be mentioned.

Rates quoted in the commercial bid should be valid at least for 45 days from the last date for submission of bids.

Clarifications, if any, may be sought from the above on or before September 13, 2010 between 10.30 am and 05.00 pm.

ITPO reserves the right to reject any bid without assigning any reason.
