TENDER NOTICE

Sub: Preparation of Bar Coded Laminated Entry Badges for India
        International Trade Fair 2010


India Trade Promotion Organisation, a Govt. of India enterprise, shall be organising its mega annual event, India International Trade Fair 2010 during 14-27 November, 2010 at Pragati Maidan. Entry into Pragati Maidan during the 14-day period of IITF 2010 will be regulated through secured entry badges in order to prevent unauthorised entry into the premises and tracking the visitors during the event and making the visitors’ entry process planned and organised.

The entry of visitors etc. during the event will be through designated ITPO gates where the hand held/fixed bar code readers with TFT colour monitors and other equipments are being installed. ITPO is looking for a comprehensive solution for preparing about 25,000 PVC laminated bar coded entry badges (for ITPO officials, exhibitors and service providers). The bar coded badges will have the personal details of the individual with his/her photograph printed on it. The bar coded entry badges are to be printed in four colours on front and black and white on back.

The vendor shall be responsible for providing comprehensive hardware and software along with peripherals like suitable colour laserjet printers, scanners, digital cameras for capturing exhibitors’ photographs etc. with necessary technical man-power at a designated location inside ITPO premises for printing of cards.

Bidding companies should be capable of printing and delivering 5,000 finished badges per day in terms of equipments and man-power etc.

Schedule of Services by the Vendor
Whereas the art work/design of badges shall be given by ITPO, the successful vendor shall be required to provide and deliver the following services:

Printing, packing and finishing of badges, preparation of software for bar coded printing and tracking of badge holder, capturing of data of  online pre-registered exhibitors, capturing of data from typed/hand written application forms, scanning of applicants’ photographs and capturing of data from forms without photographs and clicking of photographs on site, delivery of prepared badges to ITPO, onsite printing of badges and transferring of complete data of all badges to existing server of ITPO and its integration with existing system linked to bar-code readers with turnstile gates. All the above services will be provided by the vendor on-site only i.e. in Pragati Maidan. Bar coded entry badges must work on the system provided/installed by M/s. ECIL in Pragati Maidan for Commonwealth Games 2010, for which coordination with ECIL is necessary.

Specifications of Bar Coded Entry Badges:

1. The size of the paper badges shall be 10 cms X 14 cms.

2. Entry badges shall be printed on 225 gsm glossy paper.

3. Printing on glossy paper in four colours on front and black and white on the back is to be carried out. The printed details will have 8-10 fields including name of exhibitor, exhibitor company name, city, hall/stall/pavilion No., photograph of the badge holder, unique ID number etc. and the art work/design of this will be provided by ITPO.

4. PVC lamination of the printed badges shall also be undertaken by the vendor using 0.125mm laminating sheet.

5. The vendor shall also supply printed coloured neck ribbons for PVC laminated badges.

6. The job would also include providing maintenance and management of the entire system so as to ensure efficient functioning of system on 24X 7 during the currency of event till 27.11.2010.

7. As per ECIL the symbology for barcodes to be used is “i 2 of 5”. Barcode should be of size 3CM x 1.5CM. Trouble shooting services will be required before and during IITF 2010.

While quoting in the commercial bid, components of VAT/Service Tax, works contract tax, or any other tax, any royalties, duties, levies, cess, entry tax, Octroi, profession tax, purchase tax, turnover tax, or any other tax on material or finished work in respect of this contract shall be payable by the vendor and ITPO will not entertain any claim whatsoever in respect of the same, and nothing extra shall be paid/reimbursed for the same subsequently.

Interested bidding companies are advised to inspect and examine the site and its surroundings and satisfy themselves before submitting their tenders as to the nature of the site and dimensions, the means of access to the site, and obtain all necessary information as to risks, contingencies and other circumstances which may influence or affect their tender. The supplier shall be deemed to have full knowledge of the site whether he inspects it or not and no extra charges consequent on any misunderstanding or otherwise shall be allowed. Submission of a tender by a supplier implies that he has read this notice and all other contract documents and has made himself aware of the scope and specifications of the work to be done and local conditions and other factors bearing on the execution of the work.

The data generated in the process shall be the exclusive property of ITPO and supplier shall not copy or use it elsewhere. Any violation shall be treated as breach of terms and conditions and ITPO will be at liberty to forfeit the security and other payments besides calling upon the vender to pay damages as deemed appropriate and proper by ITPO.

It shall be the sole and exclusive liability of the successful vendor to use licensed software and the vendor hereby unconditionally agrees to indemnify ITPO against any claim for violation of copy right and/or consequences thereof.

Penalties:
  1. ITPO shall impose penalty of 1 percent of contract value, in case vendor fails to commence the work on site on specified date i.e. printing of badges of pre-received data w.e.f. date of award of contract and full commissioning of printing set up w.e.f. 18.10.2010. Preliminary testing and integration of data with ECIL system on 20/10/2010.
  2. ITPO shall impose penalty of 0.1 % for not adhering to the deadline specified for printing of cards i.e. within 24 hours of submission of data and in terms of uploading the data on the server, integration of data with ECIL systems and printing of less than 5000 (Five Thousand) Cards per day( subject to availability of data), capturing of data.
  3. In case of failure of the system during the fair time for more than half an hour, ITPO shall impose a penalty of 0.5 percent (of the total contract value) per hour.
The complete on site system should start functioning w.e.f. 20.10.2010 and any delay in commissioning of the system will also attract penalty of one percent (of the total contract value) per day.

In order to meet the above objectives, ITPO invites technical and commercial bids in separate covers in the prescribed format for a comprehensive solution from technically competent companies willing to undertake the job.

  1. Bids are to be submitted in two parts separately viz. (1) Technical Bid and (2) Commercial Bid.
  2. Tender document can be collected in person on payment of Rs. 1,000/- in cash or a demand/bank draft for the said amount favouring India Trade Promotion Organisation, payable at Delhi. Tender form can also be downloaded from our website: www.indiatradefair.com and the tender cost deposited alongwith the Technical Bid in the form of DD.
  3. Technical bid should be submitted in the prescribed format supported by necessary documents and accompanied by tender document cost, earnest money deposit in the form of demand draft favouring India Trade Promotion Organisation, New Delhi in sealed envelope with “Technical Bid for Preparation of Bar Coded Entry Badges” written on the envelope.
  4. Commercial bid should be submitted separately in a sealed cover with “Commercial Bid for Preparation of Bar Coded Entry Badges” written on it.

The tender document cost of Rs. 1000/- is not refundable.

The sealed bids with the tender document cost accompanied by other documents may please be submitted to The General Manager (Security), India Trade Promotion Organisation, Pragati Bhavan, Pragati Maidan, New Delhi – 110001 latest by 3.00 p.m. on October 11th, 2010.

ITPO WILL NOT BE BOUND TO ACCEPT THE LOWEST BID. ITPO ALSO RESERVES THE RIGHT TO ACCEPT OR REJECT ANY OR ALL THE TENDERS WITHOUT ASSIGNING ANY REASON. ITPO ALSO RESERVES THE RIGHT TO AWARD THE WORK TO MORE THAN ONE TENDERERS.
