QUOTATION NOTICE



The Sr. Manager (Elect.),Room No.147, Engineering Division, India Trade Promotion Organisation, Pragati Bhawan, Pragati Maidan, New Delhi on behalf of the Chairman-cum-Managing Director, invites item rate sealed tenders (1) for the work of: Repair and maintenance of Hall No. 7 Conference lounge at Pragati Maidan New Delhi in year 2008-09 (Sub-Head- Pdg. E I and fans(2) Estimated Cost : Rs. 96,260.00 (Rs. Ninety six thousand two hundred sixty only), (3) Earnest Money Deposit: Rs. 2,407.00 (Rs. two thousand four hundred seven only) (4) Cost of Tender Documents: Rs.150/-(Rs. one hundred fifty only). Work eligibility criteria is as under:- (1) Average financial turnover during last 3 years ending 31.03.2008 should be at least 30% of estimated cost of the work. (2) Experience of having successfully carried out electrical works in Govt./Semi-Govt./PSUs during last 7 years ending 31.07.2008 in following Nos. and value: (a) 3 works costing not less than 40% each of estimated cost Or (b) 2 works costing not less than 50% of estimated cost. Or (c) 1 work costing not less than 80% of estimated cost. Non transferable tender documents Containing description, schedule of work/ quantities, alongwith terms & conditions, can be obtained from the office of the Sr. Manager(Elect.) on production of cash receipt of Rs.150/- (Rupees one hundred fifty only)/DD in favour of ITPO, New Delhi. The Earnest money should be deposited in the name of ITPO along with the tender in separate envelope. The tender documents will be issued from 12.12.2008 to 26.12.2008 from 11.00 AM to 4.00 PM on all working days. Tenders will be received up to 1500 hours of 29.12.2008. The tenders will be opened on 1530 hours of 29.12.2008. The tender document should be submitted with certified copies, balance sheet and satisfactory completion certificate issued by concerned Govt./ Semi-Govt./PSUs for the above work and earnest money in the envelope. ITPO reserves the rights to reject all or any of the offer without assigning any reason there of. The tender document is also available on our website www.indiatradefair.com and same can be down loaded and used as tender document for submitting the tender. However, the cost of tender form as mentioned above is also to be paid in the shape of Demand Draft issued in favour of ITPO and to be enclosed with the tender while submitting the tender. In case the tender is not accompanied with the valid demand draft for the cost of tender document and Earnest money, the tender will summarily rejected. The tenderer will be provide attested copies of the service tax registration number along with the bid.

I/We have read and examined the notice inviting tender, schedule, A, B, C, D, E & F, Specifications applicable, drawings & Designs, General Rules and Directions, Conditions of Contract, clauses of contract, special conditions, Schedule of Rate & other documents and Rules referred to in the conditions of contract and all other contents in the tender document for the work.

I/We hereby tender for the execution of the work specified for the President of India within the time specified in Schedule 'F', viz., schedule of quantities and in accordance in all respects with the specifications, designs, drawings and instructions in writing referred to in Rule - 1 of General Rules and Directions and in Clause 11 of the Conditions of contract and with such materials as are provided for, by, and in respect in accordance with, such conditions so far as applicable.

We agree to keep the tender open for sixty (60) days from the due date of its opening and not to make any modifications in its terms and conditions.

CPWD
A sum of Rs 2,407.00 has been deposited in cash/receipt treasury challan/ DD in the favour of ITPO /deposit at call receipt of a scheduled bank/fixed deposit receipt of scheduled bank/demand draft of a scheduled bank/bank guarantee issued by a scheduled bank as earnest money. If I/we, fail to furnish the prescribed performance guarantee within prescribed period, I/we agree that the said President of India or his successors in office shall without prejudice to any other right or remedy, be at liberty to forfeit the said earnest money absolutely. Further, if I/we fail to commence work as specified, I/we agree that President of India or his successors in office shall without prejudice to any other right or remedy available in law, be at liberty to forfeit the said earnest money and the performance guarantee absolutely, otherwise the said earnest money shall be retained by him towards security deposit to execute all the works referred to in the tender documents upon the terms and conditions contained or referred to therein and to carry out such deviations as may be ordered, upto maximum of the percentage mentioned in Schedule 'F' and those in excess of that limit at the rates to be determined in accordance with the provision contained in Clause 12.2 and 12.3 of the tender form. Further, I/We agree that in case of forfeiture of earnest money or both Earnest Money & Performance Guarantee as aforesaid, I/We shall be debarred for participation in the retendering process of the work.

Nil The contractor shall be required to deposit an amount equal to 5% of the tendered value of the work as performance guarantee in the form of an irrevocable bank guarantee bond of any scheduled bank or state bank of India in accordance with the form prescribed or in cash or in the form Government Security, fixed deposit receipt etc. as in the case of recovery of security deposit within 15 days of the issue of letter of intent but before award of work. The period can be further extended by the Engineer-in-charge up to maximum period of 07 days on written request of the contractor.

10% of the tendered value of the work put to tender subject to maximum limit of Rs.5 lacs. A sum @ 10% of the gross amount of the bill shall be deducted from each running bill of the contractor till the sum alongwith sum already deposited as earnest money will amount to security deposit of 5% of the tendered value of the work.. (Bank Guarantee is not to be accepted as security deposit).

ADDITIONAL CONDITIONS


1. CONTRACTOR will have to make his own arrangements for tools & plants required for the work. The department will not supply any tools and plants unless otherwise specified.

2. The contractor must see the proposed site for the work and study specifications and conditions carefully before tendering. No claim of any sort shall be entertained on account of any site conditions of ignorance of specifications.

3. The site is available, tenderer should see the approaches and conditions of the site. In case any approaches for main road is required at site or existing approach is to be improved and maintained for cartage of materials by the contractors the same shall be provided, improved and maintained by the contractor for stacking materials erection of Go down, site office erection of his plant and machinery etc. at his own cost. The contractor should plan the procurement of materials according to the space available. No claim on account of cost of such works shall be entertained by ITPO.

4. The contractor will have to work according to progress of work decided by the Engineer-in-charge. No claim what-so-ever will be entertained on his account.

5. The contractor shall consult the Executive/Engineer-in-charge in writing regarding collection and stacking of materials in any place other than those approved by the Engineer-in-charge. No excavated earth or building materials shall be stacked on areas for which permission of Engineer-in-charge has not been taken.

6. The contractor must take all precautions to avoid all accidents by exhibiting day and night necessary caution boards, speed limit boards, red flags and red lights and providing barriers. He shall be responsible for all damages and accidents caused due to the negligence on his part. No hindrance shall be caused to Traffic during execution of work.

7. The contractor shall maintain in good condition all work executed till the completion of the entire work allotted to the contractor and handing over of the same to ITPO.

8. No compensation shall be payable to the contractor for any damage caused by rains windstorm or floods during execution of work. He will make good all such damages at his own and no claim on this account will be entertained. The contractor shall bail cut rain water collected during execution of the work from the excavated trenches at his own cost. Nothing extra will be payable on this account.

9. At least one authorized representative should always be available at site of work to take instructions from departmental officers and ensured proper execution of work. This will apply specially for works exceeding more than one lakh.

10. The contractor shall have to work as per program of the department. No claim what-so-ever will be entertained on this account.

11. The classification bricks brought by the contractor shall strictly confirm to the printed CPWD specifications as applicable to ITPO also irrespective of the classifications shown on the permit if there is a permit under which the contractor might have obtained the materials. The contractor shall have no claim as to the quality of bricks on the basis of permit issued to him by the supply department.

12. If the tenderer withdraws his option before award of the work or make any modification in the conditions of the tender which are not acceptable to the India Trade Promotion Organization shall without prejudice to any other right, or remedy, be at liberty to forfeit 50% of the s aid earnest money absolutely.

13. The contractor to whom the work is awarded will have to sign a separate agreement papers and the cost of such stamp paper will be formed by the contract.

14. The work shall be carried out strictly as per CPWD specifications 2007, part I & II with up to date correction slips.

15. The contractor shall take approval from the Sr. Manager (Electrical) in writing for collection and stacking of materials.

16. The contractor must follow CPWD Safety Code as provided in general conditions of contract for CPWD works.

17. Any damage done by the contractor or his workmen to any existing work during the course of execut6ion of the work shall be made good by him at his own cost.

18. Contractor shall clear the site thoroughly of all rubbish etc. left out of his materials immediately on completion of the work and properly clean the site around the building to the satisfaction of the Engg.-in-charge. Otherwise the site will be cleared by the department at his risk & cost to remove and clean the site.

19. The contractor to whom the work is awarded will have to sign the agreement on non judicial stamp papers of Rs. 50.00 and the cost of such stamp paper will be borne by the contractor.

20. Cement bags shall be stacked by the contractor at space provided by ITPO of stipulated quantities at his own cost in his own.

21. Cement shall be kept under double lock system in space provided by ITPO fixed with the door. The key of the lock shall remain with representatives of the Engg.-in-charge at the site of work and that of other with the contractor or his authorized agent. Day to day issue shall be entered in the prescribed register and signed by the contractor or his authorized agent.

22. All incidental charges of any kind whatsoever including cartage, cutting and wastage etc. shall be borne exclusively by the contractor and nothing extra will be paid to him on this account.

A company incorporated under the Companies Act, 1956 and with its registered office at Pragati Maidan, New Delhi - 110001, which expression shall include its successor, unless repugnant to or excluded by the contract here of and assignees of and represented by its Managing Director, ITPO the first party (hereinafter called the Authority) and by its sole Proprietor/Partner/Managing Director .................
